Trent, I've seen various tothghus on this. I can't give you a good answer. To me, the two are so wrapped together that I don't worry about the difference. Even more important is that I think worrying about historic fire regimes too much can distract from the real need, which is to use fire (and other tools) in ways that achieve today's conservation objectives.
